We've completely gutted and rebuilt the ecycler State Machine. Among some minor issues, this will solve two major problems:
1) Deleted accounts were causing issues with existing transactions. The new state machine addresses those deleted discarders or collectors and their transactions.
2) There was a bug when a new discarder created a transaction and refreshed the screen before verifying his account. Previously, this "screen refresh" advanced the transaction to accepted and sent out the "new transaction" email to the selected collector. The new state machine solves this problem...
